Terminal surrender of ‘earned leave’ exempted

THIRUVANANTHAPURAM/March 31-2022: The Finance Department, the government of Kerala, has issued an order deferring till June 30, 2022, periodical surrender of Earned Leave by all categories of employees and teachers (in State/UGC/AICTE/NJPC scales) for the financial year 2022-23.

The order issued by Rajesh Kumar Singh, additional chief secretary (Finance), has explained that the move has been necessitated as part of the ‘economy measures’ adopted to tide over the financial constraints caused by the outbreak of COVID 19 pandemic.

The order will be applicable to the employees of various universities in Kerala, Local Self Government institutions, Grant- In-Aid institutions, autonomous bodies, statutory undertakings, welfare boards, apex societies, public sector undertakings (PSUs) and all other institutions under the control of the state government.

However, the order said, it will not affect admissible terminal surrender of earned leave.

“All heads of departments/drawing and disbursing officers (DDOs) and treasury officers will ensure that only those exempted in this order get the benefits of periodical surrender of earned leave during the period of deferment. Any laxity in this regard will be viewed seriously, and the DDOs concerned will be held responsible for erroneous sanction of periodical surrender of earned leave,” the order further said.
