KSEBL: New system to monitor disciplinary actions

THIRUVANANTHAPURAM/August 18-2022: Having witnessed a series of ‘standoffs’ between the previous chairman and officers’ association, basically on the issue of ‘work discipline’ in the company during the past more than a year, the newly appointed chairman & managing director (CMD) of KSEBL has taken steps to establish accountability for disciplinary actions in the company.

Rajan N. Khobragade, the new CMD, has instructed to ensure a monitoring system regarding disciplinary actions pertaining to each and every account rendering unit (ARU) of KSEB.

ARU is a unit of KSEB that renders accounts up to ‘trial balance’ level to head office for the preparation of final statement of accounts of the company; an ARU officer means head of office of an account.

The vitriolic verbal fights between the obdurate foermer chairman Dr B Ashok  and the officers’ union on the other side though said to have brought in a lot of positive changes in the company that is set to report an operating profit for the company after a long gap, has resulted in the removal of the chairman.

Proper follow-up on disciplinary actions

The KSEBL circular stated that the new move is aimed at eradicating any flaws or delays in initiating, conducting, processing and concluding disciplinary action files.

Pursuant to the instructions of the CMD, as an initial phase, a proforma in excel worksheet has been framed for incorporating vital facts of disciplinary action including the timeline and phases involved.

“The proforma that has already been made available for the officials concerned will enable every Disciplinary Authority/ARU Head to enter the data in connection with the current/pending disciplinary actions being performed under their respective jurisdiction,” the circular said.

The new system envisages that every Disciplinary Authority/ARU Head shall assess the present status of disciplinary actions that have been initiated under their respective jurisdiction and furnish the details as sought vide the proforma made available for the officials concerned.

“If there exists any sub-ARU Heads/Disciplinary Authority under their control, the proforma may be forwarded to them also for their respective inputs therein, and ensure that every row and column/field requested in the proforma are answered promptly,” the circular explained further.
