Now, promotion may not be an easy ‘walkover’ for KSEBL officers

Appraisal system with benchmark grading being introduced

THIRUVANANTHAPURAM/March 07-2022: Even as the last financial year’s across-the-board wage hike and the alleged union activism in KSEBL are making headlines, the ‘Govt utility-turned company’, has introduced an appraisal system for its officers.

An official release from KSEBL has said it is launching a new Annual Performance Appraisal Report (APAR) System with benchmark grading to be applied while considering promotion for it officers.

Detailed instructions for preparation and submission of APAR were also issued by KSEBL. The new system is introduced with an objective to evaluate the capability of an officer to perform his/her duties and to assess his/here capacity for different assignments and responsibilities.

The officer whose appraisal has been reported will have an opportunity to make a representation against any remarks and grading in the final APAR if he/she is not satisfied with the remarks and grading in the APAR.

And for this purpose, a Referral Committee has been formed with the functional directors as members and secretary (Administration) as member/convenor/.

Thus, the upgradation of benchmark grading of all categories will be made by the said committee.

Now as per direction of the chairman and managing director, a committee is formed with director (Finance) as chairman, whereas directors of Strategic Business Units (SBUs)/Department concerned and the head of the department (chief engineer or equivalent) of the department/Unit will review the representation/grievance submitted by the officers up to the level of AEE/AAO/AFO.

The benchmark upgradation of all officers up to the level of AEE/AAO/AFO may henceforth be disposed of by this committee.

“Only representation/grievance submitted by the Executive Engineer/Deputy Chief Engineer and Chief Engineer/Equivalent Category may be submitted to the chairman and managing director (CMD) for consideration,” the KSEBL release said further.
