THIRUVANANTHAPURAM: Â In line with national energy conservation norms, the Kerala State Electricity Board (KSEB) has commissioned an accredited energy auditor to carry out mandatory performance verification and renewable compliance checks under the Perform Achieve and Trade (PAT) scheme.
PAT, a regulatory program notified by the Union Government under the Energy Conservation Rules 2012, is aimed at improving the energy efficiency of large power-consuming entities — including electricity distribution companies.
The seventh cycle of PAT, which ran from April 2022 to March 2025, requires distribution utilities like KSEB to conduct third-party Monitoring & Verification (M&V) of their energy performance and submit the results to the Bureau of Energy Efficiency (BEE).
To fulfill this requirement, KSEB has awarded the M&V audit and Renewable Consumption Obligation (RCO) certification to Ottotractions, an accredited energy auditor based in Thiruvananthapuram.
The firm has offered to carry out the verification audit for Rs1 lakh and RCO certification for Rs75,000 – both plus applicable taxes.
Officials noted that the rates are reasonable, especially since the M&V audit for the previous PAT cycle in 2019 cost Rs1.7 lakh.
The appointments were approved by the Director (Distribution & SCM), and work orders will be issued by the respective Chief Engineers to formalize the contracts.
Under the agreement, Ottotractions will conduct a comprehensive performance audit of KSEB’s distribution network and certify the utility’s compliance with its renewable energy obligations for FY 2024–25.
This move marks KSEB’s continued efforts to align with national energy efficiency benchmarks and ensure accountability under climate-linked regulatory mechanisms.
